For safety critical workers on the rail network for whom sudden incapacitation may result in a serious incident affecting the public or the rail network. (eg single operator train driver)

CAT 2

For safety critical workers on the rail network for whom fail-safe mechanisms or the nature of their duties ensure sudden incapacity or collapse does not affect safety of the rail network. (eg signallers)

CAT 3

For around the track personnel who operate in an Uncontrolled Environment and may be at risk from moving rolling stock.
